Article 1
The Hakka Affairs Committee (hereinafter referred to as the Committee) has formulated these regulations in accordance with Article 9, Paragraph 1 of the Medal Regulations in order to reward those who have made contributions to Hakka affairs.
Article 2
The Hakka Affairs Professional Medal (hereinafter referred to as the Medal) will be awarded to those who meet any of the following conditions:
1. Has made significant contributions to the planning or promotion of Hakka policies, systems, laws, etc.
2. Has made significant contributions to the preservation, creation, exhibition or promotion of Hakka language and culture.
3. Has made significant contributions to the preservation, inheritance or promotion of Hakka folk arts, festivals, religious rituals, etc.
4. Significant contributions to Hakka academic research and the development of the knowledge system.
5. He has made significant contributions to Hakka education and the cultivation of Hakka talents.
6. Have made significant contributions to the preservation, maintenance, development or revitalization and reuse of Hakka-style settlements, buildings, historical sites, living environments, etc.
7. Has made significant contributions to the creation or operation of Hakka media.
8. Has made significant contributions to the creation or operation of Hakka cultural industries.
9. Make significant contributions to promoting harmonious relations among ethnic groups.
10. Has made significant contributions to promoting cooperation or exchanges in Hakka affairs at home and abroad.
11. Others who have made significant contributions to the development of Hakka affairs and deserve recognition.
Article 3
This medal is divided into first, second and third classes, all with ribbons. Except for special achievements, the third class is awarded for the first time and can be promoted to higher classes due to accumulated merits.
The same recipient may not be awarded twice within one year, and the same deed may not be awarded medals of more than two grades.
Those who have been awarded the Association’s Hakka Contribution Award (including Lifetime Contribution Award and Outstanding Achievement Award) will not be awarded separately.
Article 3-1
The medal shall not be awarded to anyone who has any of the following circumstances:
1. Being disciplined in accordance with the provisions of the Civil Servant Disciplinary Act.
2. There is solid evidence that the person has committed misconduct or violated relevant laws and regulations, which has seriously damaged his or her professional ethics or reputation in the field.
3. Having been sentenced to fixed-term imprisonment or above within the past ten years. If the sentence is not suspended or not executed, a fine may be imposed.
Article 4
The assignment for this medal is as follows:
1. Civil servants and teachers who wish to receive this medal shall be recommended to the Association by their service agencies (institutions).
2. Non-civil servants or foreigners are recommended to the Association by the competent authorities or organizations related to the application for the award.
3. The members of this association and all departments and offices shall take the initiative to propose and recommend proposals based on their professional responsibilities.
To apply for this medal, please fill in the Award Application Form, the format of which is as Appendix 1, and attach relevant supporting documents.
Article 5
When this medal is awarded, a certificate should be attached stating the fact that the recipient requested the award. The styles and illustrations of medals and certificates shall be in accordance with the provisions of Appendix 2 and 3.
Article 6
After being reviewed and approved by the Association, this medal will be reported to the Chairman for approval and awarded in a public ceremony.
Article 7
Personnel who are eligible for the award of this medal may be awarded posthumously and received by their spouse or relatives in the order prescribed in Article 1138 of the Civil Code.
Article 8
Civil servants who are awarded this medal shall, in accordance with regulations, submit the award to the Ministry of Civil Service for registration and notify their service agencies.
Article 9
This Measures shall come into force on the date of promulgation. |
